Many cell phones today use a device called a SIM card (Subscriber Identification Module). This microchip stores data about the subscriber. Your carrier issues you a SIM card which will activate any phone it is placed in. A locked phone only accepts and recognizes as SIM card from a single carrier (Rogers, Fido, Bell, Telus, Virgin, etc...). If a cell phone is unlocked you will be able to use a SIM card from any carrier you wish; you have the freedom to choose your carrier.
